Parliament added a debate on the euro crisis summits to the agenda for Tuesday afternoon. President Jerzy Buzek highlighted key economic decisions still to be taken by the Eurogroup and European Council and Wednesday's votes on the EU's 2012 budget. He welcomed Tunisia's first free election, the end of Colonel Gaddafi's rule in Libya, and ETA's renunciation of violence. Finally, he voiced Parliament's sympathy with those close to the 200 victims of Sunday's catastrophic earthquake in Turkey.

2011-10-18 - New ERC grants taking projects from research table to market
A series of European Research Council (ERC) 'top up' grants worth up to EUR 150,000 each have been awarded to 30 leading researchers across Europe. Part of the ERC's new 'Proof of Concept' funding initiative, these grants are being awarded to researchers who already hold ERC grants, in order to help them transform their ideas into marketable innovative solutions. Following a call for proposals in June that received a total of 78 applications, the best 30 were selected to receive the additional support that will help them tackle the often costly hurdles of intellectual property rights, technical validation, market research and investigating commercial and business opportunities.

The second phase of a major EU-funded project focused on the construction of a next-generation neutrino observatory has just begun. This part of the project aims to assess how feasible it is to create a pan-European research infrastructure able to host the very large volume, deep-underground neutrino observatory. Running until 2014 and involving scientists from all around the world, the project LAGUNA-LBNO ('Design of a pan-European Infrastructure for large apparatus studying grand unification, neutrino astrophysics and long baseline neutrino oscillations') is funded in part by EUR 4 900 000 under the 'Capacities' Theme of the EU's Seventh Framework Programme (FP7). It follows on from the first phase of the project, known as LAGUNA, that started in 2008 and was funded under the same FP7 theme.

2011-10-04 - World's first tunable broadband RF device emergesA team of researchers from the Universitat Politècnica de València's iTEAM (El Instituto de Telecomunicaciones y Aplicaciones Multimedia) in Spain has created the first, tunable broadband radio frequency (RF) photonic phase shifter. Because it is based on a single semiconductor element, the device will be cheap to manufacture and help save up to 80% on energy consumption. The study was funded in part by the GOSPEL ('Governing the speed of light') project, which was backed under the 'Information and communication technologies' (ICT) Theme of the EU's Seventh Framework Programme (FP7) to the tune of EUR 2.19 million. The findings of the study are published in the journal Optics Express.

Bouncing sound waves off objects allows bats to generate an accurate representation of their environment in total darkness. A Danish-US team of scientists sheds new light on why the bat has the ability to do what it does. Presented in the journal Science, they identified how 'superfast' muscles are the key to this ability. Researchers at the University of Southern Denmark and the University of Pennsylvania in the United States showed how superfast muscles can contract around 100 times faster than typical body muscles. These muscles are also 20 times faster than the fastest human muscles, the muscles that control eye movement.

2011-10-18 - Sweet innovation for citrus fruitsResearchers in Spain have developed sophisticated machines to sort citrus fruit before they reach consumers. The prototypes can detect and separate rotten oranges, and can classify mandarin segments. Citrus fruit field pickers can also use these machines to make their jobs a lot easier. The prototypes are presented in the journal Food and Bioprocess Technology.

But despite the hard effort, obesity continues to play havoc across the region, fuelling healthcare costs and triggering losses in productivity. The EATWELL ('Interventions to promote healthy eating habits: evaluation and recommendations') project is investigating and identifying the successes, failures and uncertainties of these campaigns. Latest results - presented at the 11th Federation of European Nutrition Societies (FENS), European Nutrition Conference in Madrid, Spain on 27 October - are in and they have the potential to contribute to the decision-making process for developing winning eating policy intervention campaigns. Our planet's water vapour tends to condense, especially when the temperature drops below the dew point. Astronomers say a saturated atmosphere is triggered by failure of the atmosphere to hold moisture at that temperature and pressure. The excess water vapour then condenses around suspended particles and dust, and in turn creates precipitation.

The Water and Global Change (WATCH) project, which ran from February 2007 to July 2011, received just under EUR 10 million of funding under the 'Sustainable development, global change and ecosystems' Thematic area of the EU's Sixth Framework Programme (FP6), and brought together a team of 100 climate scientists from 25 researcher institutes in 14 different European countries.

Writing in the journal Science of the Total Environment, the team from Belgium, Germany, Spain, France and Slovakia present their findings based on an analysis of 500 organic substances in the basins of four major European rivers. They found that contamination by organic chemicals is a problem throughout Europe. They discovered that 38% of these chemicals are present in concentrations that could prove to be devastating for the organisms that call the river basins home.

The CEITEC (Central European Institute of Technology) centre, the first of its kind in the Czech Republic, was given a boost of more than EUR 200 million as part of the Operational Programme 'Research and Development for Innovations'. The Operational Programme 'Research and Development for Innovations' is co-funded by the European Regional Development Fund (ERDF) and one of its main aims is to create a number of Centres of Excellence; well equipped research and development (R&D) centres with modern research infrastructures that can help integrate leading Czech R&D teams with their European and international counterparts as well as existing European research infrastructures.
Más información2011-10-18 - R&D Scoreboard: top EU firms increase investment in innovation, but lag behind global competitorsThe European Commission's 2011 "EU Industrial R&D Investment Scoreboard" shows that R&D investment by top EU companies recovered strongly in 2010, with a 6.1% rise following a 2.6% decrease in 2009. However, data for the world's top 1400 companies show EU companies as a whole lagging behind major competitors from the US and some Asian economies on R&D growth. There was a general positive trend in 2010, as global R&D investment increased by 4%, a robust up-turn after the 1.9% drop observed in 2009. The global top 50 in terms of total R&D investment includes 15 EU companies, 18 US firms and 13 from Japan. Two pharmaceutical companies occupied the top spots: Roche from Switzerland (€7.2bn) followed by Pfizer from the US (€7bn). Volkswagen (€6.3bn), in sixth place, is the biggest EU investor in R&D, followed by Nokia (11th with €4.9bn), Daimler (13th with €4.8bn) and Sanofi-Aventis (14th with €4.4bn).
Más información2011-10-19 - Connecting Europe Facility: Commission adopts plan for €50 billion boost to European networksThe European Commission has today tabled a plan which will fund €50 billion worth of investment to improve Europe's transport, energy and digital networks. Targeted investments in key infrastructures will help to create jobs and boost Europe's competitiveness at a time when Europe needs this most. The "Connecting Europe Facility" will finance projects which fill the missing links in Europe's energy, transport and digital backbone. It will also make Europe's economy greener by promoting cleaner transport modes, high speed broadband connections and facilitating the use of renewable energy in line with the Europe 2020 Strategy. In addition the funding for energy networks will further integrate the internal energy market, reduce the EU's energy dependency and bolster the security of supply. To assist with the financing of the Connecting Europe Facility, the Commission has also adopted the terms for the Europe 2020 Project Bond Initiative which will be one of a number of risk-sharing instruments upon which the facility may draw in order to attract private finance in projects. The pilot phase will start already next year.

2011-10-24 - Stronger innovation for a stronger Europe
Innovation and research are high on the European agenda. But innovation needs more than just research to help Europe move forward. This was the main message of the third edition of the European Innovation Summit, held from 10 to 13 October. The event, whose motto was 'Towards a European Innovation Ecosystem', was split in two parts: in the European Parliament in Brussels, Belgium and as a ministerial conference and one of four flagship Polish Presidency events in Warsaw, Poland.

2011-10-06 - Commission lays foundations to boost impact of cohesion investments after 2013
EU cohesion policy has been a force for change over the last ten years, making a genuine contribution to convergence and growth in the EU and directly creating over one million jobs, investing in training to improve the employability of over ten million people, co‑financing the construction of over 2 000km of motorway and 4 000km of railway and setting up at least 800.000 Small and Medium-Sized Enterprises (SMEs). To continue this work in the future and strengthen the focus on European economic priorities the European Commission has today adopted a legislative package for cohesion policy for the period from 2014 until 2020. It is designed to boost growth and jobs across Europe by targeting EU investment on Europe's Growth and Jobs Agenda ("Europe 2020").

The ninth edition of the European Week of Regions and Cities, OPEN DAYS 2011, will begin in Brussels on 10 October, in the presence of European Commission President Jose Manuel Barroso, Committee of the Regions President Mercedes Bresso and European Commissioner for Regional Policy, Johannes Hahn. Co-organised by the Commission and the Committee of the Regions, the event brings together over 6000 regional and local partners from over 200 EU regions, and from eight non-EU countries. The event is the first chance to discuss the Commission's proposals on a new approach to EU cohesion policy.

2011-10-03 - Digital Agenda: public consultations on access to telecoms networks
The European Commission has launched two public consultations related to access for alternative operators to the fixed telephone and broadband networks of established operators. The consultations are part of Commission efforts to boost the Single Market for telecoms services by ensuring consistent and coherent approaches to regulating telephone and broadband networks in all Member States.

The European Commission today adopted a decision which would allow it to coordinate the efforts of EU Member States to accelerate the commercial deployment of pan-European Mobile Satellite Services (MSS) and, if need be, to adopt appropriate enforcement measures. Mobile satellite services use radio spectrum to provide access to communication services, such as Internet access, mobile multimedia/radio and emergency services for all Europeans, however remote the area in which they live. The Commission has taken this decision following the expiry of a two-year period which two operators, Inmarsat Ventures Limited and Solaris Mobile Limited, were given to deploy mobile satellite services systems across Europe.

The European Commission has proposed to spend almost €9.2 billion from 2014 to 2020 on pan-European projects to give EU citizens and businesses access to high-speed broadband networks and the services that run on them. The funding, part of the proposed Connecting Europe Facility (CEF – see IP/11/1200), would take the form of both equity and debt instruments and grants. It would complement private investment and public money at local, regional and national level and EU structural or cohesion funds. At least €7 billion would be available for investment in high-speed broadband infrastructure. The Commission considers that this money could leverage a total of between €50 and 100 billion of public and private investment – i.e. a substantial proportion of the estimated €270 billion of broadband investment needed to meet Digital Agenda targets on broadband. The remaining CEF funding for digital infrastructure would support public interest digital service infrastructure such as electronic health records, electronic identification and electronic procurement. The proposed financial support is complemented by proposed new guidelines for trans-European telecommunications networks and services. These guidelines would establish new objectives, priorities, projects of common interest and criteria for identifying further projects of common interest.

An EU funded project which has developed a long-term solution to Internet traffic congestion has just received a prize at Future Internet Week in Poznan, Poland. The TRILOGY project received the Future Internet Award for its outstanding contribution to the Internet architecture and protocols, which could help provide Europeans with faster, more reliable Internet connections.The three year €9.2 million project, completed in March 2011, brought together researchers and companies from Belgium, Finland, Germany, Greece, Spain, UK and the US to find methods of managing traffic so that congestion at choke points of the network is minimised, thus resulting in better quality connections for Internet users. The EU contributed €5.9 million in ICT research funding.

The European Commission presented today its Communication on "Industrial policy: Reinforcing competitiveness", which looks specifically at the industrial competitiveness performance of the Member States.The EU economic recovery has been relatively slow and remains fragile. This is reflected in the worsening sentiment across the European economy. Moreover, there are clear downside risks stemming from financial markets, rising energy and raw materials prices, and the need for budgetary consolidation. However, EU industry is in good shape and has the potential to push the European economy back to growth.

The European Commission has adopted a package of measures aimed at increasing interaction with parties in antitrust proceedings and strengthening the mechanisms for safeguarding parties' procedural rights. These measures will increase the transparency and fairness of competition proceedings. They give parties a clear picture of what to expect at different stages of an antitrust investigation and increase their ability to interact with the Commission services. If parties have a dispute about their procedural rights they can refer the matter to the competition hearing officer, who will have an enhanced role throughout the entirety of antitrust proceedings.

2011-10-07 - Climate change: Survey shows increased public concern, awareness of economic benefits of action
More than two Europeans in three see climate change as a very serious problem and almost 80% consider that taking action to combat it can boost the economy and jobs, a special Eurobarometer survey published today shows. The poll, carried out in June 2011, found that the European public is more concerned about climate change than it was in 2009 – and that climate change remains a greater worry than the economic situation. The survey also shows a widespread expectation in the 27 member states that the European Union will become a climate-friendly, low-carbon society by the middle of this century.

oday saw the launch of "Generation Awake. Your choices make a world of difference!" an EU campaign designed to encourage consumers to make resource efficiency habit. The campaign was unveiled in Poland by European Environment Commissioner Janez Potočnik and Polish Environment Minister Andrzej Kraszewski. Its aim is to raise awareness about the need to use scarce natural resources wisely, and to encourage citizens to think about their impact on the planet when making purchasing decisions.

Today, the European Commission adopted revised proposals clarifying the information that industry can supply to the public on prescription-only medicines.Patients are increasingly interested in learning more about the medicines they take and want more of a say in how they are treated. At the same time, patients are confronted with a growing volume of information from various sources and often find it difficult to identify reliable information about medicines. The increased use of the internet over recent years makes the need for clarity even more important. Online information on medicines must be accurate and reliable.

2011-10-21 - Galileo: Europe launches its first satellites for smart navigation system
Today Europe takes a major step in its history by launching the first two operational Galileo satellites at 12h30 CET from Kourou, French Guiana with a Soyuz launcher to reach their orbit at 23.000 kilometres. Europe is now a step closer to having its own smart satellite navigation system, which will bring many benefits to our economies and our daily lives. European industry is in pole position to benefit from the Galileo programme, by providing businesses and citizens direct access to a satellite navigation signal powered in Europe.

2011-10-03 - European Commission puts new amendments on the table to overcome deadlock on Food for the Deprived scheme
The EU Aid for the Needy scheme, which provides food for as many as 18 million of the EU's most deprived citizens, faces a drastic cut in spending next year following a Court ruling in April. In a further effort to overcome the deadlock in the Council of Ministers and maintain the food distribution programme at current levels, the European Commission has today put forward a second amended proposal to provide an impetus for a political agreement and to allow the successful food distribution scheme to continue in 2012 and 2013, as well as in the future. The amendments proposed today will add a second legal base, namely social cohesion, reflecting the scheme's important social dimension. A further change is to remove the proposed provision for co-financing the scheme in future. Earlier proposals to avoid this problem were tabled by the Commission in 2008 and 2010 have been backed by the European Parliament and a number of Member States, but the dossier remains blocked in the Council.

A total of € 214 million of EU agricultural policy funds unduly spent by Member States is being claimed back by the European Commission today under the so-called clearance of accounts procedure. This money returns to the EU budget because of non-compliance with EU rules or inadequate control procedures on agricultural expenditure. Member States are responsible for paying out and checking expenditure under the Common Agricultural Policy (CAP), and the Commission is required to ensure that Member States have made correct use of the funds.

2011-10-10 - Energy markets: Commission welcomes adoption of new rules on wholesale electricity and gas trading
he EU has adopted today new stringent rules on wholesale energy trading. The main objective is to prevent use of insider information and other forms of market abuse which distort wholesale energy prices and normally mean that businesses and consumers pay more for their energy than they need. The new law will enter into force by the end of this year. For the first time energy trading will be screened at EU level to uncover abuses. National authorities in Member States will put in place penalties to help stop and prevent market manipulation.

The likelihood of a major offshore accident in European waters remains unacceptably high. With a stringent safety regime it is possible to bring the risk of such an accident down to the absolute minimum. Damage done to the environment and coastal economies can be significantly reduced if an effective emergency response plan is put in place beforehand. This is why the European Commission has proposed today a new law which will ensure that European offshore oil and gas production will respect the world's highest safety, health and environmental standards everywhere in the EU.
