      2008-10-10 - Council deal on energy package: a crucial step towards completing the internal energy market

      President Barroso and Energy Commissioner Andris Piebalgs have today welcomed the agreement reached by EU Energy Ministers on the Commission's 2007 legislative package for the EU electricity and gas market. This agreement will enable many of the benefits of an open and competitive energy market including fair prices for citizens and industry; business opportunities for new or smaller companies (for instance those investing in renewable energy); or clear investment conditions for new power plants and transmission networks which can result in increased security supply and less risk of blackouts.

      2008-10-17 - Member States endorse Commission proposal to improve the energy performance of external power supplies

      At the meeting of the Ecodesign Regulatory Committee today, EU Member States endorsed the European Commission's proposal for a regulation aimed at improving the energy performance of external power supplies. The regulation is expected to cut the EU's electricity consumption of these devices by 30% by 2020, compared to a "business as usual" scenario.

      Last week saw former Colombian hostage and presidential candidate Ingrid Betancourt make an emotional speech to MEPs in Brussels. Just months after her release from her 6-year ordeal, she urged the House not to forget other hostages. The financial crisis was debated during the two-day sitting ahead of Wednesday's EU summit.

      Last week in Strasbourg saw MEPs debate the financial crisis and its effect on people across Europe. They were joined by president Sarkozy as France currently holds the EU's Presidency. The week also saw MEPs back more rights for workers on temporary contracts, support a directive on fairer airport charges and block moves to introduce body scanners in Europe's airports.

          2008-10-10 - Totally secure network communication demonstrated

          On 8 October, secure communication using quantum cryptography was demonstrated for the first time in a commercial telecommunications network by SECOQC ('Development of a global network for secure communication based on quantum cryptography'), an EU-funded project, at a meeting in Vienna, Austria.

          "Quantum mechanics" describes the way we understand the fundamental nature of things at the infinitesimal level. Interestingly, the very act of measuring a quantum system disturbs it. Quantum cryptography, also called quantum key distribution (QKD), uses quantum mechanics to create 'secure' communication, wherein anyone listening in can be detected.

          2008-10-20 - New tool to improve protein database quality control emerges

          Public databases continue to have abnormal, incomplete and mispredicted genes and proteins in spite of the recent efforts made to improve the computational annotation of genomes. These errors adversely impact the reliability of the databases. But a team of researchers has developed a new tool offering an efficient means for database quality control, called 'MisPred'.

          EU-funded scientists have shed new light on bacterial 'crisis command centres', giant molecules that help bacteria mount a rapid response to a wide range of stresses and dangers. The findings, which are published in the latest edition of the journal Science, increase our understanding of how bacteria survive in harsh, changing environments.

          2008-10-10 - New insights into embryonic development

          EU-funded research conducted at the European Molecular Biology Laboratory (EMBL) has helped scientists gain new insights into embryonic development. Thanks to a newly developed microscope, they were able to follow the first 24 hours in the life of a zebrafish from the single cell stage to 20,000 cells. On the basis of the data gleaned through this observation, Philipp Keller and colleagues at EMBL have generated a three-dimensional digital representation of a zebrafish embryo. Their findings were recently published in Science magazine.

          2008-10-13 - Eurohear researchers find protein that is essential to hearing

          Researchers from the UK and France have found that the protein stereocilin, which is found in fine hair-like projections of the ear, is essential for discriminating relevant sounds from surrounding noise. Their findings are a result of the Eurohear project, which is funded under the 'Life sciences, genomics and biotechnology for health' Thematic area of the Sixth Framework Programme (FP6). Eurohear comprises 250 scientists from 22 academic institutions and 3 small companies in 10 countries. The 5-year project began in December 2004 and received EUR 12.5 million in EC funding.

          2008-10-17 - Novel research with an eye on better treatment

          NeuroCypres, a consortium of 21 leading European laboratories in the area of Cys-loop receptors (CLR), was awarded EUR 11 million by the European Union. Its work will not only increase the level of knowledge in this area but will lay the foundation for the future development and discovery of new drugs for this class of receptors.

          2008-10-17 - Researchers uncover how transporter proteins break cell membrane barriers

          A study funded in part by the EU has shed new light on the structure and functioning of transporter proteins, the catalysts that help substances cross cell membranes. An international team of researchers has clarified how transporter proteins get chemical compounds across the cell membrane and, importantly, how they block other substances from getting through. The study was funded under the Sixth Framework Programme (FP6), and was published online in the journal Science Express on 16 October.

          2008-10-17 - Genetic variant and tobacco smoke exposure together increase risk for childhood asthma

          Researchers in France have demonstrated that the association between asthma and genetic variants on chromosome 17q21 is restricted to early-onset asthma, and that the risk is further increased by early-life exposure to tobacco smoke. Their findings support the idea that early-onset and late-onset asthma are biologically different, making asthma not one disease but the manifestation of several different diseases. The study was funded in part under the EU's Sixth Framework Programme (FP6).

          2008-10-22 - Boost Biosystems creates new initiatives

          Biosystems technology, the by-product of biology and microsystems components interfacing, addresses modern biotechnology and medicine concerns in developed countries. For its part, the EU-funded project Boost Biosystems seeks to fuel cooperation between academia and industry in the cross-disciplinary field of biosystems technologies in the ScanBalt BioRegion, the life science metacluster in the Baltic Sea region. Funding for the project stands at EUR 444,208.

          2008-10-27 - Hypnosis can trigger synaesthesia, study shows.

          Hypnosis can induce episodes of synaesthesia, where one sense triggers perceptions in other senses, according to new research by a team of Spanish, British and Israeli researchers. The findings form an important contribution to our understanding of the causes of synaesthesia. The work, which was partly funded by a Marie Curie Intra-European Fellowship from the EU, is published in the journal Psychological Science.

          A new EU-funded project is set to investigate how marine organisms form shells, bones and other structures made from calcium carbonate such as coral reefs. The research will focus on the impacts of environmental changes on the calcification process. The CALMARO ('Calcification by marine organisms') project is financed to the tune of EUR 2.7 million by the 'People' Specific programme of the Seventh Framework Programme (FP7), and brings together 13 research institutes and 4 companies in 8 countries.

          The European Union is steadfast in its quest to investigate and promote measures to secure a greener future. Helping in this effort is the EU-supported project SMILES (Sustainable Measures for Industrial Laundry Expansion Strategies: Smart Laundry-2015), which targets the development and launch of 16 new sustainable technologies to cut greenhouse gas emissions and secure water and energy savings, particularly in the industrial laundry sector. EU funding for the three-year project stands at EUR 2.38 million.

          A study led by researchers in France and the US has sequenced the genome of the diatom Phaeodactylum tricornutum, a kind of microscopic algae that thrives in oceans and captures atmospheric carbon. Diatoms are essential components of oceanic carbon sinks, and produce approximately 20% of the oxygen we breathe. This study has contributed greatly to our understanding of how they work. The findings, which are published online by the journal Nature, came out of an international collaboration funded in part by the EU's Sixth Framework Programme (FP6).

          Last winter, the Arctic sea ice was half a metre (approximately 20%) thinner than in the previous five winters over parts of the Arctic, according to new EU-funded research published in the journal Geophysical Research Letters. Over the Arctic as a whole, ice thickness declined by some 26cm (10%).

          2008-10-27 - EU scientists develop cancer-fighting purple tomatoes

          Scientists from the UK, Italy, Germany and the Netherlands have used snapdragon genes to grow purple tomatoes that are high in anthocyanin flavonoids. The new tomatoes could offer increased protection against a range of diseases, including cancer and cardiovascular disease. The research, funded under the EU's Fifth and Sixth Framework Programmes (FP5 and FP6), was published online in the journal Nature Biotechnology on 26 October.

          2008-10-07 - European AIDE making driving safer, better

          A latest development in automotive technology will bring smiles to drivers that favour innovative advances. The EU project AIDE ('Adaptive integrated driver-vehicle interface'), backed with funding totalling EUR 7.3 million, has designed a special dashboard computer to act as a single conduit for currently available devices like PDAs and GPS. The project partners say this computer will make driving safer and more pleasant.

          2008-10-07 - EU researchers kick-start new project on laser driven fusion

          An EU-funded initiative to demonstrate the feasibility of laser-driven fusion as a major energy source for the future got underway on 6 October. Called HIPER ('High power laser for energy research'), the project brings together 26 partners from 10 countries. In addition to paving the way for the construction of a commercial laser fusion power plant, HIPER will also facilitate the investigation of some of the most extreme conditions found in the universe, such as those at the centre of the sun or in an exploding supernova. Inside the HIPER facility, temperatures will reach hundreds of millions of degrees, the pressure will be billions of atmospheres, and enormous electric and magnetic fields will be generated.

          European Science and Research Commissioner Janez Potocnik has welcomed the results of a recent evaluation of the 34 European Technology Platforms (ETPs). At a meeting of industrial leaders of European Technology Platforms on 30 September, Commissioner Potocnik praised the ETPs, calling them 'unique and exceptional', and welcomed the results of the survey as overwhelmingly positive.

          2008-10-08 - European Research Council presents its first conclusions

          On 7 October, the European Research Council (ERC) presented a selection of its first starting grant winners at a meeting in Paris, France, and reflected on its successes and challenges over the past three years. The ERC's achievements, especially in fostering pan-European competitiveness, have been significant. The ERC's success was praised roundly, and its swift, efficient implementation was welcomed by CNRS (the French scientific research centre) Director General Arnold Migus, and Gilles Bloch, Director General of Research and Innovation at the French Ministry for Higher Education and Research.

          2008-10-09 - ERC starting grant winners set out their plans

          The first winners of the ERC (European Research Council) starting grant explained how they planned to use their funding and gave their opinions on the workings of the ERC at a meeting in Paris, France, on 7 October. They praised the organisation's recognition of cross-disciplinary research and emerging fields, the portability of the grants and the size of the rewards, which allows them to focus on their work for five years without having to spend time looking for funding. The area that needed the most improvement, according to the recipients, was the panel-selection aspect of the application process.

          2008-10-09 - Call for proposals: Marie Curie Re-integration grants

          The European Commission's Directorate-General for Research has launched a call for proposals for Marie Curie Re-integration grants.

          The call is comprised of two parts: the Marie Curie European Re-integration Grant (ERG) and the Marie Curie International Re-integration Grant (IRG). While both address experienced researchers, applicants for the ERG must be benefiting, at the time of application, or have previously benefited from a training or mobility action under one of the European Commission's Framework Programmes for at least 18 months. In order to be eligible to an IRG, applicants must, at the time of application, be nationals of a Member State or associated country and must have been active in research in a third country for at least three years.

          Proposals may be submitted continuously. However, there are two cut-off dates (2 April and 8 October 2009). After the second cut-off date, the call remains open until a subsequent call is published but no later than 31 December 2009.

          Total indicative EC funding for call amounts to EUR 31 million.

          The IMI Joint Undertaking (IMI JU) Governing Board has agreed to launch the Stage 2 for the IMI Call for Proposals. Following the publication of results of the first phase, public consortia and pharmaceutical industries are negotiating. The deadline for submission of the full project proposal is postponed to the 20th January 2009.

          2008-10-15 - Europeans launch Fuel Cell and Hydrogen JTI in Brussels

          Over the next six years, the Commission and industry will plough almost EUR 500 million each into the initiative, with the aim of accelerating the development of hydrogen and fuel cell technologies and bringing them to the market by 2020. It is estimated that the JTI's activities will reduce the time to market for these technologies by two to five years. The JTI will focus its efforts on four main areas: transportation and hydrogen refuelling infrastructure; hydrogen production and distribution; stationary power generation and combined heat and power (CHP); and early markets (fuel cell products that are almost ready for commercialisation). The JTI's first call for proposals, which has a budget of EUR 28.1 million, has already been launched.

      2008-10-03 - Launch of OPEN DAYS 2008: The annual flagship event of Europe’s Regional Policy

      The sixth annual OPEN DAYS - European Week of Regions and Cities, organised by the European Commission and EU Committee of the Regions, takes place 6-9 October. Some 7400 European, national and regional policy-makers, experts and representatives of banking, business and civil society will participate in 145 seminars and other events in Brussels. Simultaneously, under the OPEN DAYS banner, 230 local events will take place throughout the EU and further afield. The four-day event is an opportunity to exchange knowledge and experience on job creation, innovation, climate change and other challenges, as well as contributing to the debate on Europe’s future Cohesion Policy.

      2008-10-06 - European Commission adopts Green Paper on Territorial Cohesion

      The European Commission adopted the Green Paper on Territorial Cohesion today, signalling the start of a major consultation with regional and local authorities, associations, NGOs, civil society and other organisations, aimed at achieving a better and shared understanding of territorial cohesion and its implications for the future of the EU's regional policy. Commission President José Manuel Barroso and Regional Policy Commissioner Danuta Hübner, together with French Minister for Agriculture and Fisheries Michel Barnier, representing the EU Presidency, and the President of the Committee of the Regions, Luc Van den Brande, will hold a first debate on the issues raised by the Green Paper at today's launch ceremony of the OPEN DAYS 2008 European Week of Regions and Cities in Brussels. The Commission is publishing the Green Paper in response to a request by Member States and the European Parliament.

      2008-10-22 - A new stage in the European strategy for the outermost regions

      Danuta Hübner, Commissioner for regional policy, is today presenting the communication "The outermost regions: an asset for Europe", which proposes a renewed strategy for the seven regions: the four French overseas departments, Guadeloupe, French Guiana, Réunion and Martinique, the Portuguese autonomous regions of the Azores and Madeira and the Spanish Autonomous Community of the Canary Islands. The Commissioner is calling for the outermost regions (OR) to be considered as "regions of opportunity", rich in potential for the development of the Union as a whole. This change in approach could come about through the optimal use of all of the existing Community instruments, greater knowledge about the OR and strengthened partnership.

      2008-10-23 - Commission welcomes European Parliament’s strong support for a new Safer Internet Programme

      The European Parliament cast an overwhelmingly positive vote today on the report drafted by MEP Roberta Angelilli which supports the launch of a new EU Safer Internet programme. The 5-year programme (2009–13), proposed by the European Commission last February, will have a budget of € 55 million to combat illegal online content but also to tackle illegal and harmful conduct such as grooming and cyberbullying.

      2008-10-15 - European companies outpace American counterparts in R&D investment growth for the first time in five years

      R&D investment by EU companies has increased by 8.8% compared to the increased R&D investment by US companies of 8.6%, according to the 2008 edition of the European Commission's annual Industrial R&D Investment Scoreboard published today. Three EU companies feature in the top ten: Nokia in 5th place (up from 17th), with an R&D investment of €5.3 billion, Volkswagen in 9th (up from 14th) and Daimler in 10th (down from 5th). The world's biggest investor in R&D in 2008 is Microsoft, with €5.6 billion. Trends show increased sales and profitability for EU companies and for the first time since records began in 2004, R&D investment growth in the EU companies is greater than that of their US counterparts.

      2008-10-01 - Sunburnt seaweed? Yes, it's true

      Humans aren't the only victims of sunburn; algae also get burnt. Alfred Wegener Institute researchers have investigated the reaction of seaweeds to increased ultraviolet radiation and found that they react sensitively when hit with a bigger dose. Despite a plant's capacity to photosynthesise, the process of a metabolic pathway that converts light energy into chemical energy, too much sun may result in too much energy thereby effectively killing the algae's sensitive pigments. The marine plants then become ill, spotty, pale and rotten.

      Most people equate the 'Mexican wave' with football, crowded stadiums and a good time. But the wave is not just for screaming fans. Researchers from the University of Graz in Austria and the Royal Botanic Gardens Kew in the UK have unlocked the mystery behind the phenomenon of 'shimmering' in giant honeybees. Their finding was recently published in the journal PLoS ONE.

      2008-10-16 - Climate change: projections show EU on track to meet Kyoto emission targets

      The EU and most member states are on track to deliver on their Kyoto Protocol commitments for reducing or limiting emissions of greenhouse gases, the Commission's annual progress report on emissions shows. The latest projections from member states indicate that the EU-15 will achieve its 8% reduction target through a combination of policies and measures already taken, the purchase of emission credits from projects in third countries, and forestry activities that absorb carbon from the atmosphere. Additional measures under discussion in a number of member states would bring a further 3.3% reduction, enabling the EU-15 to do better than its target requires.

      2008-10-17 - Environment: Commission unveils package to tackle illegal logging and deforestation

      The European Commission today unveiled two important initiatives to protect forests globally. The package comprises a legislative proposal to reduce the risk of illegal timber and timber products entering the EU market and a Communication setting out the Commission's proposals for tackling tropical deforestation. Illegal logging and deforestation have serious environmental implications, contributing to climate change and the loss of biodiversity, as well as threatening the livelihood of indigenous people. Illegal logging is also a symptom of wider problems, including a lack of forest governance, and weak law enforcement. In the context of the international negotiations on the post-2012 climate change agreement, the Commission proposes to pursue the objective of halting global forest cover loss by 2030 at the latest and reducing gross tropical deforestation by at least 50% by 2020.

      The European Commission has approved funding for 143 new projects under the first call for the LIFE+ programme (2007-2013), the European fund for the environment. The projects are from across the EU and cover actions in the fields of nature conservation, environmental policy, and information and communication. Overall, they represent a total investment of €367 million, of which the EU will provide €186 million.

      Salmonella is a particularly nasty type of bacteria and is most frequently the primary suspect in incidences of food poisoning. Any attempt to tackle this bacterium must be built on an understanding of salmonella. This is why European scientists have had salmonella under the microscope for so long, and as a result, they have discovered how the bacterium manages to attach itself to food, especially vegetables and plant leaves, in the first place.

      Two international teams of scientists have sequenced the genomes of two major malaria parasites: Plasmodium vivax and Plasmodium knowlesi. Their results highlight the similarities and differences between the different Plasmodium species that cause malaria, and could lead to the development of new drugs and vaccines to tackle the deadly disease.

      2008-10-10 - Cryopreservation gives fertility a boost

      Fields across the board benefit from cryopreservation techniques. Now comes news that emerging cryopreservation techniques are giving hope to couples dealing with fertility problems. This is particularly true for women, whose reproductive tissue has been damaged by diseases like ovarian cancer. Cryopreservation is the process by which tissues or cells are preserved by cooling to low sub-zero temperatures (it may be as low as -196oC). This process effectively stops any biochemical reactions that would trigger cell death. The European Science Foundation (ESF) recently organised a workshop highlighting cryopreservation of ovarian tissue.

      The European Commission welcomes today’s support of the European Parliament for its proposal to promote a broad market introduction of clean and energy efficient vehicles through public procurement. This will reduce fuel consumption as well as CO2 and pollutant emissions from road vehicles. The EP vote is based on a compromise reached with the Member States, which are expected to adopt the proposal shortly.

      Concerned about the employment situation in the European automotive sector CARS 21 stakeholders have met for a High Level Conference and agreed on conclusions on how to foster a competitive European car industry. All participants shared the need to position European car industry as global leader in clean, safe and affordable vehicles as they way ahead for safeguarding jobs and living up to the climate change challenge. The conference underlined that carmakers in the EU need to be able to compete on fair terms in international markets. A task force to promote "green" cars will be set up, which should bring together all relevant stakeholders to explore technical, regulatory and economic hurdles and suggest ways forward for such vehicles.

      Improved safety and price transparency: these are the key features of the new Regulation on the single market for air transport which enters into force on 1 November 2008. It lays down rules for the granting of licences, control of airlines and market access, thereby ensuring more competition in the air transport field and better quality for the public. The new legislation requires airlines to include all taxes and charges in their published ticket prices. This will enable passengers throughout the European Union to be better informed about prices and to compare offers. Price discrimination based on place of residence is banned.

      A British-Italian group of scientists has shed light on the story behind the origin of high energy emission from the Crab Nebula, a supernova remnant and pulsar wind nebula. First discovered in the 18th century, the Crab Nebula is, for many, one of space's most spectacular sights. This latest study detected neutron stars from the area of the Crab Nebula and the findings were recently published in the journal Science.

      2008-10-01 - Commission proposes 2009/2010 fishing opportunities for deep sea fisheries

      Today the European Commission adopted a proposal for deep-sea fishing opportunities for 2009 and 2010. The proposal reflects both commitments made by Member States in 2006 to progressively reduce catch levels on certain stocks to zero over four years, and the recent scientific advice confirming the poor biological condition of many deep sea stocks,. In addition, the Commission has sought to bring Total Allowable Catches (TAC) more closely in line with actual fishing effort for those stocks where catches are small or close to zero. The Commission is committed to a precautionary approach in managing fragile deep sea stocks.

      2008-10-09 - Europeans are very sceptical about animal cloning for food production, Eurobarometer reveals

      A Flash Eurobarometer study, presented by the European Commission today, reveals that European citizens have a generally negative perception of animal cloning for food production. The study was carried out to assess citizens' attitudes towards animal cloning. It indicates firstly, that the vast majority of citizens has a good degree of knowledge of what is animal cloning ( eight out of 10 stated correctly that "cloning is making an identical copy of an existing animal). Secondly, the study shows that a very high percentage of citizens is negative about cloning for human consumption as 81% feels that the long term effects of animal cloning on nature are unknown while 84% states that we don’t have enough experience about the long-term health and safety effects of using cloned animals for food.

      2008-10-10 - EU Maritime Policy: a first year marked by achievements

      Precisely one year ago, and after one of the most comprehensive stakeholder consultations ever, the European Commission tabled its proposal for an Integrated EU Maritime Policy. EU Heads of State and Government endorsed the Commission's vision only weeks later at the December European Council under the Portuguese Presidency. The European Commission marks the first anniversary of the Integrated Maritime Policy by reviewing the concrete progress achieved to date. The last twelve months have seen major new initiatives in areas as varied as border surveillance, sustainable tourism, maritime transport strategy, climate change, marine and maritime research strategy, or maritime governance. At the same time, the Commission's services coordinating this policy have been reorganised within DG Maritime Affairs and Fisheries to provide cross-cutting coordination on a regional basis. The Commission plans to launch a number of new policy initiatives in the coming months which will also make an immediate, tangible difference to the way our oceans are managed.

      2008-10-15 - Getting the most out of EU-quality food and drink: Commission launches a consultation on agricultural product quality

      The European Commission today adopted a Green Paper to open the debate on how to help European farmers make the most of the quality of the food and drinks they produce. As globalisation spreads, pressure increases from low cost products from overseas and consumer demands evolve, Europe's most potent weapon is 'quality'. The Green Paper looks at the range of standards, quality and certification programmes and labelling schemes currently operating in the EU – including geographical indications, organic farming, and private and regional food quality certification schemes – and asks what could be done better to exploit the strengths of EU farming and better inform consumers about the products on offer. The paper asks stakeholders to give their views on how effective these measures are in delivering guarantees and communicating the qualities of the products, and to suggest improvements. The consultation period will run until the end of 2008. A Communication will be prepared next year based on the results, which could lead to legislative proposals at a later stage.

      Each year, more than 160 million tonnes of fish are consumed by the world's population. Almost half of this volume is produced in controlled environments, where the fish is cultured rather than harvested from the wild. The system, known as aquaculture, dates back thousands of years and today operates as a welcome alternative to the sea's over-exploited natural resources. A recent workshop hosted by the Reprofish and AquaBreeding projects (funded by the European Union at a total of EUR 383,014) highlighted the efforts in place to enhance industry practices and improve the quality of aquatic animals and fish reared in Europe.

      Pakistan's Education and Research Network (PERN) now has access to GÉANT, the world's largest multi-gigabit computer network dedicated to research and education, thanks to an agreement between the EU-funded Trans-Eurasia Information Network (TEIN3) and the TransPAC network of the US National Science Foundation (NSF). This marks a significant move forward in the EU's goal to decrease the divide between developing and developed countries.
