President Barroso has today written to EU Heads of State and Government informing them of the next steps in the Commission's work on climate action. President Barroso underlines that the international process needs to continue, building on what could be agreed in Copenhagen and finding new ways to instil trust back into the process. He states that an important element in the strategy is the implementation of the fast start financing for developing countries agreed in December.

2010-02-16 - 'Trust Researchers' declaration launched
A group of experienced European actors have launched a declaration requesting the significant simplification of the administrative burden and the financial framework of European research funding. This is in line with the recommendations and conclusions of many European expert groups. The key message of this recent and bottom- up declaration is that funding of European research should be based on trust and responsible partnering. Research has to be funded according to the nature of research while at the same time ensuring an appropriate level of accountability.

A new report highlights the impact of major political events such as wars and revolutions on countries' scientific output. The study is based on an analysis of the 'Web of Science' database of scientific publications over the past 30 years. Austrian social scientist Professor Helga Nowotny has been named as the new President of the European Research Council (ERC) and Chair of the ERC Scientific Council. Professor Nowotny will take up her new role on 1 March. Professor Nowotny is currently Vice-President of the ERC and Vice-Chair of its Scientific Council. Her colleagues on the Scientific Council, which is made up of eminent researchers from across Europe, unanimously elected her to her new post.

2010-02-16 - Researchers reveal the camera of the futureA UK research team has developed new technology that allows a high-resolution still image to be captured alongside very high-speed video, a revolutionary technique that could be used in the future in both science and industry. The research is published in the journal Nature Methods. The University of Oxford team developed the new technique by combining standard technologies found in ordinary cameras and digital film projectors. The result is a tool that will be able to transform current scientific imaging techniques and can provide both high-speed video and high-resolution still images from the same camera and at a reasonable price.

2010-02-17 - Scientists boost solar cell efficiencyA German team of scientists has developed a technique to treat nanoparticle surfaces. This treatment boosts the efficiency of organic solar cells. Presented in the journal Applied Physics Letters, the work shows how 2% efficiency was obtained by using so-called quantum dots made up of cadmium selenide. The researchers from the Institute of Microsystem Technology (IMTEK) and the Freiburg Materials Research Center (FMF), both at the University of Freiburg in Germany, succeeded in breaking the previously held efficiency ratings of between 1% to 1.8%. The method is protected by patent.

2010-02-11 - EU strengthens R&D ties with Egypt
The European Union will offer EUR 20 million to Egypt to promote research and innovation, Ambassador of the European Delegation in Egypt Marc Franco announced at the first Euro-Mediterranean Innovation Marketplace in Heliopolis, Egypt in late January. The funds will be earmarked for the Research, Development and Innovation (RDI) programme that was established under the EC-EGYPT bilateral Science and Technology Cooperation Agreement in 2007.

The Center for Strategy and Competitiveness (CSC) has, in cooperation with the Advisory Board of the European Cluster Observatory, recorded a three program series called "ON CLUSTERS". The first program covers different aspects of clusters and cluster dynamics, the second program discusses cluster policy in Europe, at the EU, national and regional levels, and the third program covers Cluster management, i.e. different aspects of setting up cluster initiatives and cluster organizations. The series will be launched on the European Cluster Observatory in late March 2010.

2010-02-01 - Dedicated EU body needed to ensure enforcement of European waste law, says Commission study
A European Commission study published today recommends setting up a dedicated European body to oversee the implementation and enforcement of EU waste law. The study is part of a series of steps being taken by the Commission to improve waste management and ensure it meets the standards set by EU legislation to protect citizens and the environment. Illegal dumping of waste continues on a significant scale, many landfill sites are sub standard and in some Member States basic waste infrastructure is still missing. Illegal waste shipments are also a concern. A second report published today reveals that almost one fifth of waste shipments inspected as part of recent enforcement actions in Member States were illegal.

A new European Commission report says that nitrate levels in EU waters are falling, which is good news for the environment and proves that legislation in recent years to stop nitrate levels from becoming too high is working. The report also says, however, that in some regions nitrate levels are still too high exceeding EU water quality standards. Farmers in these regions also need to continue to adopt more sustainable practices.

Cancer continues to rear its ugly head in Europe. This devastating disease not only plays havoc with people's lives, but also puts a major dent in the economy. Writing in the journal ecancermedicalscience, experts are calling on governments to take a stronger role in research through direct and indirect incentives, and are pushing for clear models for international public-private partnerships in cancer research.

2010-02-08 - New logo selected for all EU organic products
The European Commission today officially announced the winner of the EU organic logo competition. Over the past two months, some 130,000 people have voted online to choose the new organic symbol from three finalists. The winning design is by Dusan Milenkovic, a student from Germany, who gained 63% of the overall vote for his “Euro-leaf” logo. From 1st July 2010, the organic logo of the EU will be obligatory on all pre-packaged organic products that have been produced in any of the EU Member States and meet the necessary standards. It will be optional for imported products. Other private, regional or national logos will be allowed to appear alongside the EU label. The organic farming regulation will be amended in the coming weeks to introduce the new logo into one of the annexes.

2010-02-17 - Commission creates two new Directorates-General for Energy and Climate Action
The European Commission has today taken a number of decisions to implement the organisational consequences of the allocation of portfolios to Commissioners. Two new Directorates-General have been created: DG Energy (ENER) and DG Climate Action (CLIM). The Energy DG consists of the departments in the former Transport and Energy DG dealing with energy issues and of the Task Force Energy which will be transferred from the External Relations DG. The position of Director-General will be assumed by Philip Lowe, a British national, currently Director-General in DG Competition. The departments responsible for transport policy will remain in the renamed Mobility and Transport DG (MOVE). The Climate Action DG will be created from the relevant activities in DG Environment, the activities in the External Relations DG related to international negotiations on climate change and the activities in the Enterprise and Industry DG related to climate change. Jos Delbeke, a Belgian national and currently Deputy Director-General in the Environment DG, has been appointed Director-General of the Climate Action DG.

The Commission today adopted a report on sustainability requirements for the use of solid biomass and biogas in electricity, heating and cooling. The report makes recommendations on sustainability criteria to be used by those Member States that wish to introduce a scheme at national level, in order to avoid obstacles for the functioning of the internal market for biomass.
